Milligan arrived in Philadelphia following a one-year stint as an assistant coach at Central Connecticut State. She had spent the previous two years as a graduate assistant for the Rider University basketball and softball programs. Rider posted a record of 35-21 during her tenure.

A 1992 graduate of Rider with a bachelor's degree in communications, Milligan later earned a master's degree in counseling from Rider in 1994.
